Garden Valley Meeting Update: Questions Remain
This morning’s (8/25/2026 )Garden Valley Fire Protection District Board meeting raised new questions about the status of the proposed Shared Services Agreement with Mosquito Fire.
Garden Valley representatives reported that agreement language continues to move back and forth by email. Their attorney has revised portions of the document, while representatives also cited unresolved issues, disputed wording, and changes to provisions they believed had already been agreed upon.
They indicated they are still awaiting responses from Mosquito Fire on some proposed changes. The discussion further suggested that a September 3 meeting may not be productive unless the districts can first resolve outstanding language and scheduling issues through direct communication.
That leaves Mosquito residents with an important question: Are our negotiators working toward a fair, executable agreement—or are continued revisions and additional demands preventing the process from moving forward?
A Fair Deal—Not Endless Demands
At a previous meeting, Director Bill Buhnerkempe said, “We want to make sure we get as much as we can out of this deal.” Mosquito Fire should absolutely protect local fire service, public accountability, finances, and the community’s representation. However, there is a difference between securing reasonable safeguards and pursuing additional concessions that make a practical agreement harder to finalize.
Garden Valley’s comments indicate that language once thought to be settled may now be under renewed discussion, along with insurance and legal concerns. That does not establish that anyone has acted improperly. But it does justify public scrutiny and a clear explanation from Mosquito Fire’s Board about what remains unresolved, why it is necessary, and whether the negotiating strategy is serving the community.
Thursday’s Critical Board Meeting
The most important next step may come this Thursday at 3:00 p.m., when the Mosquito Fire Protection District Board considers Director Maria Rodriguez’s agenda item regarding the Shared Services negotiating committee.
Director Rodriguez is seeking to replace either Trent Williams or Bill Buhnerkempe as a member of the negotiating team. This is not a routine personnel change—it is a direct recognition that the current structure, with both representatives serving on the committee, may no longer be the most effective way to represent Mosquito residents or bring the agreement to execution.
The Board should openly address whether the current committee has contributed to the delays, whether negotiations remain focused on reasonable community protections, and whether replacing one negotiator will restore balance, accountability, and momentum.
Mosquito residents should attend Thursday’s meeting, listen carefully to the discussion, and make their views known. The Shared Services Agreement will shape the future of local fire protection, and the public deserves representation focused on achieving a fair agreement—not on allowing negotiations to continue without a clear path forward.
